Known for his Signing Statements, where he declares that a law mandated by Congress does not apply to him, George W. Bush has finally revealed the extent of his desire to be President for Life, or rather Dictator for Life, as the other two branches of government will be negated, by Executive Order.

President Bush, without so much as issuing a press statement, on May 9 signed a directive that granted near dictatorial powers to the office of the president in the event of a national emergency declared by the president. The "National Security and Homeland Security Presidential Directive," with the dual designation of NSPD-51, as a National Security Presidential Directive, and HSPD-20, as a Homeland Security Presidential Directive, establishes under the office of president a new National Continuity Coordinator. That job, as the document describes, is to make plans for "National Essential Functions" of all federal, state, local, territorial, and tribal governments, as well as private sector organizations to continue functioning under the president's directives in the event of a national emergency. The directive loosely defines "catastrophic emergency" as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions." When the president determines a catastrophic emergency has occurred, the president can take over all government functions and direct all private sector activities to ensure we will emerge from the emergency with an "enduring constitutional government." Translated into layman's terms, when the president determines a national emergency has occurred, the president can declare to the office of the presidency powers usually assumed by dictators to direct any and all government and business activities until the emergency is declared over.

What type of 'catastrophic emergency' might that be? An earthquake? Another Katrina? Food shortages? In that this is loosely defined, and defined at the President's pleasure, it could be weather upsetting air travel! That would affect the 'US population' or certainly business and thus the economy. Or perhaps a plunge in the Stock Market, affecting the 'economy'. Or an anti-war demonstration outside a government building, interpreted as affecting 'government functions'. The point is, Bush gets to decide when he wants to be a dictator, and he gets to decide when the emergency is over! How does one go about ensuring an 'enduring constitutional government' while simultaneously negating Congress and the Judiciary with a dictatorship? Note it is also Bush who gets to decide who and what composes the new Congress and new Supreme Court! Karl Rove, Richard Perle, Alberto Gonzales and Paul Wolfowitz, anyone? Gitmo can then move to the continental US and such nonsense as elections can be a thing of the past! That's assuming the sheeple follow obediently.

Will this work? Not according to the Zetas, who have predicted a possible showdown in DC, where Bush and company would be arrested as criminals, Pelosi in charge.

ZetaTalk Prediction 5/26/07: We warned that Bush would try to place himself into perpetual dictatorship, by declaring Martial Law on the flimsiest of excuses. We warned in March 2006 that he would likely do so, and be ignored. We stated that after the Democrats took Congress, foiling the voter fraud Rove and company had arranged, that Bush tried to declare Martial Law as a result, and was ignored. What is it about this particular Executive Order that is different, or that Bush hopes will make a difference? There are dozens of Executive Orders written even during the Reagan era that allow FEMA to take over the nation, directing the Military and all agencies, in the event of a catastrophe declared by the President. Doesn't this suffice? The difference is that this gives power to FEMA, or to its head, Homeland Security, but not directly to Bush. Increasingly isolated and ignored, with orders to the Military ignored so that the public stance the White House must take is altered to avoid having the public realize that he is not in control anymore as Commander in Chief, he is raising himself above all that on paper. This hardly changes anything, as all federal control stemming from the White House as Executive Branch head will be ignored when the Earth changes accelerate. This administration is hated, deeply, by all just under a thinly spread layer at the top. This top is associated with the hated administration, and thus will be ignored. Bush attempts to pull power around him like a snug blanket, a security blanket, but the word is already out in the field as to how things are now really functioning. When the time comes, he will find that security blanket, which he though so snug and firm, is paper, shredding in the rain storms that will pelt the nation, ripped to pieces by the earthquakes that will shatter the nation's infrastruction, and blown away by the countering orders given by commanders, both local and state and federal, who are respected.

These moves are also nothing new for the Bush Administration, which has shown its intentions repeatedly. In March, 2006 regarding preemptive strikes, and the Zeta comment at the time.

Bush outlined the preemptive force doctrine in 2002 and many critics believe he used it as a framework for the U.S.-led invasion of Iraq three years ago over weapons of mass destruction that were never found.

ZetaTalk Prediction 3/17/2006: Although this is in the hands of man and man has free will, and thus any predictions must be predicated on this, we predict that Bush will not publicly declare martial law in the US in order to dictate his ways, though may write executive orders to this effect which will be ignored by any but the tight cabal surrounding him, but rather Bush and those he has pulled close around him will be treated as irrelevant as the Earth changes overtake the attention of the nation, with the branches of government attending to emergencies and ignoring the orders the pretender barks from the Oval Office. On Monday, June 19, about 4,000 government workers representing more than 50 federal agencies from the State Department to the Commodity Futures Trading Commission will say goodbye to their families and set off for dozens of classified emergency facilities stretching from the Maryland and Virginia suburbs to the foothills of the Alleghenies. They will take to the bunkers in an "evacuation" that my sources describe as the largest "continuity of government" exercise ever conducted, a drill intended to prepare the U.S. government for an event even more catastrophic than the Sept. 11, 2001, attacks.

ZetaTalk Response 6/10/2006: The Bush administration has made no secret of its contempt for Congress, even writing Executive Orders replacing Congress with no more than a dozen hand picked Bush cronies should Congress be unable to convene. Certainly, any oversight Congress tries to assert over Bush is treated with disdain. The court system is also being bypassed, the hundreds of Signing Statements supposedly authorizing Bush to ignore the laws Congress put into place his rationale for operating without judiciary oversight. We have stated that Bush attempts to invoke Martial Law would be met by resistance in DC, challenged in Congress and argued in the courts. His hope is to divide and conquer, so isolated government units are confused and cannot challenge orders given by Bush cronies. Executive Orders already exist to allow FEMA, under Homeland Security, to take over the reigns of power in an emergency, but Katrina showed how poorly this would function.

In an executive order published last week in the Federal Register, Mr. Bush said that each agency must have a regulatory policy office run by a political appointee. This strengthens the hand of the White House in shaping rules that have, in the past, often been generated by civil servants and scientific experts.

ZetaTalk Reaction 2/3/2007: Martial law is an order he has attempted to execute, writing numerous executive orders to facilitate this. One such occasion was after the Congress turned Democratic, a plan evidenced by his stubborn refusal to even acknowledge that he would have to compromise where before he just ruled. How is it that an agency can simply refuse to follow an order? Just that, the order is not enacted. If he thinks that putting a layer of yes men into place will change anything, he is mistaken. But then, this President has not been known for his acumen.

A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is by-passed. Here are just a few Executive Orders that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:
* 10990 allows the government to take over all modes of transportation and control of highways and seaports.
* 10995 allows the government to seize and control the communication media.
* 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.
* 10998 allows the government to take over all food resources and farms.
* 11000 allows the government to mobilize civilians into work brigades under government supervision.
* 11001 allows the government to take over all health, education and welfare functions.
* 11002 designates the Postmaster General to operate a national registration of all persons.
* 11003 allows the government to take over all airports and aircraft, including commercial aircraft.
* 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.
* 11005 allows the government to take over railroads, inland waterways and public storage facilities.
* 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.
* 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

ZetaTalk Comment 9/7/2005: It is no secret that Executive Orders, long standing for decades, are poised to give FEMA control of the United States and its territories with the stroke of a presidential pen. The FEMA head is likewise appointed by the President, and serves at his pleasure. So who is in charge here? Given the obvious desire of those controlling the White House and the US Military at present to become dictators, running the world and sitting on top of every oil field in order to control the commodity of the future, black gold, what is stopping them? Cooperation with their plans, for one. These desires are held by a small clutch, numbering in the hundreds at most, who mouth a completely different tune when the microphone is pushed in their faces in front of the cameras. They are a flea, riding a restless horse. They know the cataclysms we have predicted so precisely will come, and require the element of surprise to complete their plans. Lately, since August of 2003, the military also became a problem, refusing to acknowledge Bush as their Commander in Chief. While not publicly confronting Bush, they foot drag on a buildup in Iraq, on an invasion of Iran, and are leaking information embarrassing to Bush. So where does that leave Bush, who fears an early revelation of this plans as then cooperation will be eroded, perhaps never to return, and who requires FEMA as a card to be played as he fears he cannot control the US Military? He controls Homeland Security, who controls FEMA, and has installed as the head of both organizations someone he can control. The weak, installing the weaker, so as to maintain control. Despite the swaggering, Bush has immense insecurities, as anyone cognizant of his cocaine and alcohol abuse and flight from duty during the Viet Nam era might infer. He hides from strength, surrounds himself with buddies who are so impressed by his swagger that they remain loyal. What kind of person is impressed by Bush? Weak minded, into tight command and control without questioning those in authority, rigid and unable to react to anything but the programmed and expected situation. This is why FEMA failed, and Homeland Security was as out of touch as the FEMA director. Expect more of the same as disasters increase, as to install any but the weak minded under him, Bush himself fears losing control.

The 911 Card

Where the standoff between Bush and the Constitution seems to be ramping up, there are other cards waiting to be played. It's no secret that Rosie O'Donnell feels the American public needs to be educated about the facts of 911, the buildings falling in a controlled demolition, for instance, bringing this up on The View during the past few months. Rosie is leaving The View, primarily due to this controversy, not popular in the major media. During her last hour, intended to focus on 911, Bush called a press conference that lasted the hour, almost to the minute! Was this to commandeer the TV channels? Per the Zetas, yes!

Question: Could the Zetas talk about why Bush came on and preempted the View on Thursday [May 24], when they were going to have the 911 truth movement group and millions of people would have been exposed to the truth and lies that this government foments at the people. Was this calculated and what did they think that they were doing? Will Rosie be back in the lime light and push for the truth of 911, maybe on her own show? Will this ever make it to main stream news before all of the earth changes get into full swing?

ZetaTalk Answer 5/26/2007: It was noted that the Bush presser took almost exactly an hour, up to a couple minutes until the end of the View. Rosie has been outspoken about 911, and it appears this was her last appearance. Indeed, not an accident! Avoiding exposure of the truth on 911 in the media will not be so easily evaded, however. Just when they're not looking … boom!

Doomsday 2012

The History Channel made an astonishing statement recently, when airing an episode called Doomsday 2012.

There are prophecies and oracles from around the world that all seem to point to December 21, 2012 as doomsday. The ancient Mayan Calendar, the medieval predictions of Merlin, the Book of Revelation and the Chinese oracle of the I Ching all point to this specific date as the end of civilization. A new technology called "The Web-Bot Project" makes massive scans of the internet as a means of forecasting the future... and has turned up the same dreaded date: 2012. Skeptics point to a long history of "Failed Doomsdays", but many oracles of doom throughout history have a disturbingly accurate track record. As the year 2012 ticks ever closer we'll speculate if there are any reasons to believe these doomsayers.

The blurb statement - that Merlin, Revelation, and the I Ching all point to the specific date of 2012 is simply not true! Only the Mayan Calendar is associated with 2012, and this is frankly a guess. The book of Revelation gives no specific year for Judgment Day. Merlin does not mention a date. And the I Ching is a prediction methodology, most certainly not mentioning 2012. Certainly 2012 is discussed a lot on the Internet, and thus the webbot association, but why make a statement that Merlin and Revelations and I Ching pointed to the specific date of 2012?

I watched the show, and the show itself does not claim that I Ching or Merlin or Revelations mentions 2012 as stated in the blurb. If you missed it, check for yourself (download part 1, download part 2). But I did find the ZetaTalk New Geography
map flashed on the screen, with the Equator running down the Pacific along the West Coast of North and South America! So what was this about? The claim that 2012 was central to ancient prophecies, when not so, and the inclusion of what is essentially the ZetaTalk New Geography map?

Question: The History channel aired a doomsday documentary this past week that was the most detailed and specific treatment of this material that I have ever seen given by the mainstream media. There was direct discussion of a 2012 date, many prophets quoted to support this date and even a quote attribute to Einstein to add credibility. There was even mention of a possible pole shift, supported by geologic evidence and a graphic showing such a shift that looked like is could have come from Nancy's site! It was quite extraordinary! There was obviously no mention of Planet X as a root cause of such a shift but some mention was made of an unseen force that might be operant as we crossed over some imaginary galactic plane in 2012. This indeed seems like a very specific, no punches pulled treatment of this material compared to the very soft possibilities of disaster that have previously been floated out. Was this a trial run to gauge reaction to such a possibility among the public?

ZetaTalk Response 5/26/2007: Disaster movies have been floated out for the past decade or more, all showing some aspect of the coming pole shift, such as sloshing tides or volcanic eruptions in new places or asteroid strikes, debris coming to Earth, or a flooded Earth or a stopped rotation, but all these were posed in the framework of science fiction. What you are describing is pointing to the Earth, the record recorded in her geology, and various prophets or revered persons in support of catastrophes in Earth's past. This is of course all to the good, as it will get many people thinking and researching, but is still postured as theoretical, as the cause is not detailed, and 2012 is a long way off. These are steps in the right direction, and indeed the public's reaction is gauged - how much discussion occurs in well watched lunch rooms, in the bars on Friday night when worries get spilled out for reassurance, and the degree of tension in these discussions gauged. Ridicule shows tension, as does an obsession with the subject. The next step will be timed and the next topics chosen based on these reactions. If serious discussion about how to prepare for such a thing emerges, and sites such as Troubled Times which address survival steps in a practical way are mentioned or begin to receive more hits, then more honest admissions will be done. It is no mistake that Nancy was featured on C2C recently, in preparation for this, along with David Booth who struck a religious note during his bid for leadership on the matter. They are watching the reactions, checking Internet traffic.
