Arming Agencies
A recent trend in the US has been to arm the federal agencies.
This was evident in 2012 and 2013 when Homeland Security began
buying up hollow point bullets, as outlined in Issue
342 of this newsletter. Per the Zetas, Homeland Security
is anticipating potential rebellion not just among the
citizenry, but from rogue military units in the future.
ZetaTalk Insight
3/30/2013: Anyone
asking the Department of Homeland Security why they need
hollow point bullets, in the hundreds of millions, to conduct
their business in the interior of the US gets no response. And
this is because the answer cannot be uttered while the
cover-up over the pending passage of Planet X, aka Nibiru, is
still in place. Once the cover is blown, and the public knows
the truth, what will Homeland Security say? They are still
likely to be close-mouthed, as the admission would be
shocking. The US military cannot be relied upon to remain
loyal to the President, and such rebellion is not merely an
issue for Obama. President George W. Bush faced almost
complete military rebellion in 2005, though this was never
publicly admitted. Where Bush tried to use the US military as
a private military for world domination and control of oil
fields for Bush cronies, Obama’s issue with the military is
likely to be the sequester budget cuts and the need to release
officers and soldiers from active duty.
Suddenly the Department of State, the Department of Agriculture,
National Oceanic and Atmospheric Administration (NOAA), the US
Postal Service (USPS) and the Social Security Administration
have joined the ranks of federal agencies intent upon arming
themselves. On May 7, 2014 the Department of Agriculture
solicited bids for munitions that included submachine
guns. What were they anticipating? Farmers up in arms over
regulations? This certainly was the case during the recent Bundy
incident, where Bundy and his supporters were lining up
with their guns to defend their grazing cattle.

- What does the National Weather
Service, Social Security Administration and now, the US
Department of Agriculture (USDA), all have in common?
These government agencies are all hoarding weapons and
ammunition for no good reason. In August 2012, it wasn't
just conspiracy theorists who sounded the alarm after it
was revealed that the Department of Homeland Security
(DHS) was in the process of buying 750 million rounds of
ammo. But the story just gets weirder and creepier. Not
only are the good folks at DHS bullet hoarding for some
sort of domestic apocalypse, or the biggest turkey shoot
since the Pilgrims docked at Plymouth, but so is the
National Oceanic and Atmospheric Administration (16,000
rounds of .40 Smith & Wesson hollow point bullets), as
well as the Social Security Administration (174,000 rounds
of hollow point bullets that were delivered to 41
locations across the country).

- According to the solicitation, the
Dept. of Agriculture wants the guns to have an
"ambidextrous safety, semiautomatic or 2 round [bursts]
trigger group, Tritium night sights front and rear, rails
for attachment of flashlight (front under fore group) and
scope (top rear), stock collapsible or folding," and a "30
rd. capacity" magazine. They also want the submachine guns
to have a "sling," be "lightweight," and have an
"oversized trigger guard for gloved operation."
NOAA is primarily a data collecting and data reporting agency,
though they do run the Coast Guard. What would rankle the public
against them? The Social Security Administration might meet the
rage of the public only if funds were depleted and services cut
off. Are the federal agencies being armed in anticipation of
total chaos within the US?The USPS is seeking small
arms, so the postman may be packing!

Where domestic agencies might seem to be bracing for rioting in
the populace, the Department of State operates overseas, and the
much publicized Benghazi incident would be the unspoken reason
for stocking up on weaponry. But per the Zetas there is more to
this, as troops will be brought back to the homeland, to deal
with disasters at home, leaving no more than a skeleton crew on
most overseas bases.

- State Department buying massive
cache of explosives, journalists claim. That first
invitation for bids acknowledges that the Department of
State requires boxes of military grade blasting caps, at
least 1,000 feet of detonating cord and inert TNT. Others
posted that same week include requests for fuse igniters
and blocks of Comp C-4 Explosive. Also among the items the
State Dept. expressed an interest in buying are detonating
chords “designed to maximize explosive efficiency [and]
provide the operator with a variety of options for
external and close quarter breaching,” and a “Water charge
used to defeat inward and outward opening metal doors,
rollup garage doors, dry walls, and hollow block walls.”

5/17/2014: All
issues similar to the attack at the embassy in Benghazi aside,
why might the State Department need explosives suitable for
blasting away roadway blockades and/or repelling an armed
invasion. We have addressed what the US government might do in
a world where the Earth changes have created chaos everywhere,
and disasters at home require the US military to be on the
home front, assisting with emergency response. Wars can be
ended, as has occurred in Iraq and Afghanistan, with the
troops brought home. Bases can be emptied of troops, during
sequester reductions in troop force. But the State Department
embassies will remain staffed. Thus, they must prepare for the
need to rescue themselves, potentially, from an embassy under
attack!

the picture. Various excuses are proffered by the establishment,
varying from overpopulation due to birth rate, pollution due to
sewage in the water, and the all-purpose excuse of lack of
oxygen for the fish. Yet these fish are in their normal habitat,
with nothing out of the norm evident.

Situations received a report that dead fish had been found
in the Shahvard river that flows through Voskevaz village
in Aragatsotn region. A task force was sent to the site

- Dead fish were first spotted in
the Shark River, and have now washed through an inlet into
the ocean and onto beaches. The fish, believed to be moss
bunker, are spread for about 3 miles along the shore, from
Belmar down to Spring Lake. Prisoners from the Monmouth
County Jail have been brought in to help pick up the fish
in Neptune Township, where more than 5 tons have been
found dead this week alone. State environmental officials
say there is no indication of disease, and that the fish,
which normally produce in large numbers and consume a lot
of oxygen, simply overproduced.

- Officials tell NBC that it is not
immediately known what caused the fish to die off, but say
low oxygen levels may have been the issue.
This is not a new issue, as newsletters from January
9, 2011, July 3, 2011, and September 29, 2013 detail. Methane gas
kills fish by causing them to form
gas emboli, a known scientific fact. Per the Zetas,
it is the increased Earth wobble, the plate movements, the
stretch and compression of the rock strata, that is causing this
release of methane gas.
ZetaTalk Explanation
1/8/2011: Those
schools of fish caught in rising methane bubbles during
sifting of rock layers beneath them will inevitably be
affected. Fish cannot, for instance, hold their breath until
the emergency passes! We have often stated that the plates
have had the rock fingers preventing movement along their
edges broken off, so they have become slippery. In this state,
they are now pressed against each other under the stress of a
more violent and rattling wobble. The stress is evident on all
plates, which are shifting around, internally, under the
strain. Thus methane, so poisonous to birds and fish, is being
released.
ZetaTalk Comment
9/7/2013: Rock
strata that is stretched to release methane trapped between
rock layers, or drooping crust that tugs on surrounding rock
are the cause.
But what is driving deep water fish to the surface, another
trend on the increase? This was first reported in Issue
176 of this newsletter on March 14, 2010 when the deep
water orefish began to surface off Japan. Then they began to
wash up on California beaches, as detailed in Issue
372 of this newsletter on November 23, 2013. The Zetas
explained that the compression pressure on the plates beneath
the sea were created electronic screech, which the orefish were
trying to escape.

3/6/2010: Just
as land animals flee the electromagnetic screeches that rock
under pressure release, sea life likewise attempt to flee. For
deep ocean fish, there is less of this screeching on the
surface, because it is further away from the rock.

10/26/2013: The
Pacific is compressing, under continuous pressure to do so,
and N America is bowing, in an unrelenting and increasing
manner. For the oarfish in the area, there is no escape! They
come up from the deep and while on the surface, get caught in
wave action that impels them to the beach.
Now this trend has accelerated, with many types of deep sea fish
on the surface, offshore from India as well as both sides of the
Atlantic. It is clear that plate movements, and the unrelenting
pressure they endure, has increased!

- A rare Deal fish that swam up on a
Yorkshire England beach normally lives in the open ocean
at depths of up to 1,000 metres.
The recent incidents of fish kills and deep ocean fish on a
map shows that this is clustered primarily around the N American
continent, where an intense bowing is in process, the bowing
crunch centered at the San Diego/Los Angeles area. There is a
second region under rock stress in the stretch zone being pulled
apart from the UK through southern Europe to the Black Sea. And
yet a third cluster in India which is being aggressively pushed
down and jammed under the Himalayas. All these regions share
rock distress, though the cause differs.
Russian Rocket
Failures

again in 2014. This time, the UFO doing the shoot-down was caught

Worlds to the Russians is consistent – stop trying to block

- A Russian Proton-M rocket with an
advanced satellite on board crashed outside of
Kazakhstan's territory, about nine minutes after lift-off.
The Express-AM4R would have been Russia’s most advanced
and powerful satellite. Ironically, it was of the same
design as the Express-AM4, which was lost in August 2011
in a failed launch. The satellite was to provide internet
access in Russia’s remote regions at affordable prices. In
2013, Russia carried out 32 of the 82 space launches
completed worldwide, only one of which failed.
ZetaTalk Insight
5/24/2014: This
2014 satellite was ostensibly to provide Internet access and
enhanced communication ability to remote regions of Russia,
primarily to Siberia. But this was to be a two-way
communication, so that the Russian government could trace
movement within the Russian borders and identify
communications between settlements. Enhanced surveillance
capability would allow infra-red tracking so migrations could
not be hidden beneath cover, nor could settlements hide
beneath the ground. The flooding and migration that will
result during the Last Weeks and Aftertime are viewed as an
opportunity by the Council of Worlds, where many souls can
rise to the occasion to help others or fail in this regard.
Opportunity is key, but if restricted into immobility by
overloads who restrict all movement, these opportunities are
lost. Any restrictions must be loose enough to allow
circumvention. So sayeth the Council of Worlds.
